Until recently, eLearning and eTraining projects suffered from the fact that most available tools and systems are only developed to meet the "local" needs of the project participants without any potential for reuse and take-up by other eTraining organizations.
In real life, each eTraining Provider uses its own training approach - either driven by theory or driven by the years of practical experience - to design their eTraining Programmes and uses its own eLearning Environment, (typically, Learning Management Systems) to deliver eTraining Courses.
As a result, the users (both learners and their tutors) of this particular eTraining Provider cannot access other available resources and, moreover, they are entirely dependent from the specific eLearning Platform in use.
This is a commonly recognized drawback to the take-up of eLearning in several contexts of use (including Lifelong Learning and Vocational Training). It becomes even more significant problem for the application of eTraining of Disadvantaged User Communities and/or People with Special Abilities.
The reason for this is that Quality eTraining Resources and Courses are particularly expensive to develop and therefore reuse among different tools, applications and contexts-of-use is essential.
The eAccess II Project addresses directly this problem, and provides tools and services for developing and sharing Accessible eTraining Resources and eTraining Courses that can be reusable between different eTraining Platforms and Programmes.
